Revision - Urban Plan and by-laws

  • What is an Urban Plan?

    An Urban Plan is a planning document that presents the Municipality’s long-term vision for land-use planning. It establishes the main objectives and guidelines that will guide municipal decisions in the coming years.

    It may address matters such as:

    The protection of natural environments;
    The preservation and enhancement of agricultural and rural areas;
    Residential, commercial and recreational development;
    Heritage preservation;
    Transportation and infrastructure;
    The organization of municipal services and facilities;
    Growth management and land development.

    The Urban Plan serves as a framework for the planning bylaws and for decisions related to land-use planning.

  • What are planning by-laws?

    Planning bylaws translate the objectives and guidelines of the Urban Plan into concrete rules that apply to properties and lots located within the municipality.

    They address matters such as:

    The uses permitted in different zones;
    The construction, renovation and enlargement of buildings;
    Building placement and setbacks;
    Subdivision and the creation of new lots;
    The height, dimensions and appearance of certain buildings;
    The protection of the environment and natural areas;
    Residential, commercial, agricultural and recreational projects;
    The conditions applicable to certain work and development projects.

    Zoning is one of the main regulatory tools. It determines which uses are permitted in different areas of the territory and promotes harmonious coexistence between residential, agricultural, commercial, recreational and other activities.

  • Why undertake a reform?

    Planning tools must be reviewed periodically to ensure that they remain adapted to the realities of the territory. The reform will make it possible to:

    Modernize municipal planning documents;
    Clarify and harmonize the applicable rules;
    Better protect natural environments and agricultural land;
    Support coherent and sustainable development;
    Take into account housing, service and economic development needs;
    Ensure conformity with the revised Land Use Planning and Development Plan of the MRC de La Vallée-de-la-Gatineau and with applicable government guidelines.

  • Public Consultation on the Reform

    Public participation is an important part of the process to reform the Urban Plan and planning bylaws. Residents are invited to review the proposed documents, ask questions, and submit their comments and suggestions.

    The proposed Urban Plan and planning bylaws were prepared with the assistance of professionals specializing in urban planning. They were then reviewed and adapted.

  • Public Consultation Sessions

    Two public consultation sessions will be held on Sunday, November 29, 2026, at the Venosta Recreation Centre, located at 923 Route 105 in Venosta:

    9:00 a.m.: English session
    1:00 p.m.: French session

    These sessions will allow the Municipality to present the main elements of the proposal and answer residents’ questions. Participants will also have the opportunity to share their concerns, comments and suggestions regarding the reform.

  • How can you participate?

    Residents can participate by:

    Attending the public session in the language of their choice;
    Reviewing the documents available on the Municipality’s website;
    Submitting their questions, comments or suggestions through the online questionnaire;
    Contacting the Municipality to obtain additional information.

    The documents relating to the reform and information about the next steps will be available on this page. The online questionnaire will be accessible as of November 30, 2026, allowing residents to submit their questions, comments and suggestions.

    All contributions received, whether submitted in person or remotely, will be taken into consideration as part of the process, in accordance with the steps prescribed by law.

  • Next Steps

    The reform process includes various adoption and consultation stages. Following the public consultation sessions, the Municipality may review the comments received and make adjustments to the proposed documents, where required and within the limits of the applicable legal framework.
