Objet : Mayor's Message

 

Dear Residents, Property Owners, and Friends of Low,

 As the holiday season approaches, I wish you all a peaceful and joyful time filled with warmth, family, and the simple pleasures that make Low such a special place to call home.

 From the bottom of my heart, thank you. On November 2, you placed your trust in not only me, but a team of six councillors who have shown extraordinary commitment to our community. We are deeply honoured to serve you and all look to get results over the course of our mandate.

 Since the election which occurred less than 50 days ago, I wish to share a brief update on the steps that were taken and what's to come in early 2026.

  1.  Public Consultations - 3 of the 5 thematic consultations have taken place and the participation and the richness of the exchanges far exceeded expectations. Your ideas and priorities were documented will help shape decisions going forward.
  2. Performance Audit. As committed, council unanimously adopted a resolution at our first council meeting to launch an independent performance audit of municipal operations. This objective review will give us a clear picture of our strengths and the areas where we must improve.
  3. Comprehensive Review of Municipal By-laws. The internal revision of all our by-laws is officially underway and an updated Code of Ethics will be presented for adoption in January.
  4. 2026 Budget. We were aiming to adopt the 2026 budget at our December 22nd council meeting and after sincere efforts, it was agreed to postpone until next month. With increasing costs coming from multiple sources, your council, with the help of the Director General, is deploying every effort to minimize the impact on your taxes.
  5. Partnerships. Relationships are a key to Low's future success and to that end, I've had constructive dialogue with our Prefect (Chantal Lamarche), my colleague from Kazabazua (Gabriel Guertin), as well as Chief Jean-Guy Whiteduck from Kitigan Zibi. Low (on behalf of the MRC) will also have a seat at the Federal Quebecoise des Municipalites, on a critical “Commission Permanente” (Energy and Natural Resources). Given the mining claims that currently exist throughout our community and their detrimental impact on our environment and agriculture, it is imperative that we be part of this issue at the highest possible levels.

Looking ahead to January

  1.  Budget 2026. Date to be confirmed
  2.  Consultation #4 - Farming & Soil Management - Heritage Hall, January 15th, 2026 from 6 pm to 8:30 pm.
  3.  Consultation #5 - Entrepreneurship & Businesses - Heritage Hall, January 29th, 2026 from 6 pm to 8:30 pm
  4.  Committee work will begin once the updated Code of Ethics is adopted.

We have hit the ground running, but everything we will accomplish, we will accomplish together.

Thank you again for the immense honour of serving as your Mayor. Low is a remarkable community, and I am determined to make it an even better place to live, work, and raise a family.
